Director of Transportation must conduct traffic noise analysis when constructing new interstate highways, substantially altering existing interstate highways, or adding through-traffic or auxiliary lanes near residential or business communities

Director shall construct noise barriers reducing noise levels by at least 7 A-weighted decibels if analysis shows construction will cause a substantial noise increase of 10 A-weighted decibels and barrier construction is both reasonable and feasible

Director must examine highway construction projects initiated within 10 years prior to the effective date; if no noise analysis was previously conducted, director must conduct one and construct barriers if required by results

Director shall adopt rules consistent with 23 C.F.R. part 772 to implement the noise barrier requirements

Act is titled the "Community Sound Barrier Reconciliation Act"
