Adds new authority for Ohio Legislative Service Commission staff to request public records on behalf of General Assembly members in compliance with existing public records law.

Permits the Legislative Service Commission to issue subpoenas to public offices to compel production of requested public records if they are not provided within a reasonable time period.

Authorizes county prosecutors to bring contempt proceedings against public offices that fail to comply with subpoenas issued by the commission.

Designates public records obtained through Legislative Service Commission staff as confidential records for use only by legislative staff and the requesting General Assembly member, not subject to further public disclosure.

Repeals existing section 103.13 of the Revised Code and enacts new sections 103.171 and 103.26 to implement these changes.
