Prohibits cancellation of voter registration under database maintenance programs if the elector has a current and valid Ohio driver's license or state identification card.

Requires the Secretary of State to exclude from change-of-address confirmation lists any persons who have a valid driver's license or state ID according to Bureau of Motor Vehicles records.

Applies the protection to both the voter address change process and the ineligible voter removal process under state election law.

Designates this legislation as the "Ohio Voting Rights Act for Licensed Voters."

Allows registration cancellation only for specific reasons such as death, felony conviction, incompetency adjudication, or written request to cancel—but not for address changes if the voter holds valid state-issued photo identification.
