• Eliminates the sentencing court's ability to disapprove a prisoner's transfer to transitional control when the prisoner is serving a term of imprisonment of two years or less.

• Modifies section 2967.26 to remove language requiring court approval/disapproval of transitional control transfers for short-term prisoners, while maintaining the notice requirement to courts.

• Maintains victim notification procedures and victim rights to submit statements regarding transitional control transfers under "Roberta's Law" provisions.

• Applies to prisoners serving sentences of two years or less for offenses committed on or after July 1, 1996, during the final 180 days of confinement.

• Repeals and replaces existing sections 2929.20, 2930.03, 2930.06, 2930.16, 2967.12, 2967.19, 2967.26, 2967.28, and 5149.101 of the Revised Code.
