Establishes the Office of Government and Military Affairs within the governor's office, headed by an executive director appointed by the governor, with duties including strategic planning, annual reporting, and meeting with military and NASA installation commanders.

Creates a Defense or NASA Community Loan Program allowing the office to loan funds from the Military Value Revolving Loan Fund to defense or NASA communities for infrastructure projects accommodating new or expanded military or NASA missions, with loans repayable within five years.

Creates a grant program providing funds to defense or NASA communities, defense or NASA support organizations, and state institutions of higher education, with grants ranging from $50,000 to $5 million to support military installations and address defense-related closures or realignments.

Establishes the Military Value Revolving Loan Fund in the state treasury, funded by gifts, grants, and loan repayments, with money used for loans and grants after reimbursing the general revenue fund and covering office expenses.

Requires the executive director to adopt administrative rules establishing application processes, loan and grant criteria, prioritization procedures, and determinations regarding creditworthiness, revenue sources, and project eligibility for all programs.
