Amends Ohio Revised Code sections 1710.01, 1710.02, and 1710.06 to add "shoreline improvement project" as a defined purpose for creating special improvement districts alongside existing special energy improvement projects.

Defines "shoreline improvement project" as acquiring, constructing, installing, equipping, improving, maintaining, or repairing real or tangible personal property necessary to abate erosion or otherwise improve shorelines abutting waters located in Ohio, including extending into Lake Erie territory.

Allows special improvement districts with noncontiguous territory if at least one special energy improvement project or shoreline improvement project is designated for each parcel of real property included in the district.

Requires 100% owner consent for creating or adding territory to districts for shoreline improvement projects, compared to 60-75% requirement for other district purposes.

Allows publicly owned shoreline territory to extend into water bodies but exempts it from special assessments, while authorizing special assessments on church property and government-owned property if they specifically request inclusion in the district.
