Amends Ohio Revised Code sections 1716.01, 1716.07, and 1716.08 to revise regulations on charitable solicitation by professional solicitors and fund-raising counsel.

Adds "collection receptacle" definition for receptacles used to collect donated clothing, shoes, household items, or other goods for resale.

Requires professional solicitors to disclose fixed or estimated percentages of gross revenue that charitable organizations will receive, with guaranteed minimums of 90% for reasonable estimates.

Mandates clear and conspicuous disclosure of professional solicitor identity, charitable organization names, and financial arrangements at the point of solicitation, including on collection receptacles with specific sign requirements.

Establishes intent to protect the public through full disclosure of solicitation identity, purposes, and fund usage while prohibiting deception, fraud, and misrepresentation in charitable solicitations.
