H.B. 712 - Prevailing Wage Law Repeal

• Repeals Ohio's Prevailing Wage Law (Chapter 4115 of the Revised Code) effective upon passage, eliminating requirements that workers on public improvement projects be paid prevailing wage rates

• Removes prevailing wage requirements from multiple sections of law governing public construction projects, including those for convention facilities, sports facilities, port authorities, and special improvement districts

• Modifies definitions of "construction" and "public improvement" across multiple statutes to remove references to prevailing wage compliance and the superintendent of industrial compliance's prevailing wage duties

• Provides that contracts entered into before the effective date remain subject to the prevailing wage law requirements that were in effect when the contracts were signed

• Eliminates prevailing wage obligations for contractors and subcontractors working on state-funded and locally-funded public improvement projects throughout Ohio
