Authorizes municipal corporations to use up to 5% of gross sewer fund deposits from the preceding fiscal year to extend sewerage systems to areas designated for economic development purposes.

Authorizes municipal corporations to use up to 5% of gross water fund deposits from the preceding fiscal year to extend water systems to areas designated for economic development purposes.

Establishes that municipal corporations cannot exceed the 5% limit in any fiscal year for either sewer or water system extensions.

Amends sections 729.52 and 743.06 of the Revised Code governing sewer and water fund usage by Ohio cities and villages.
