Limits the Chief of the Division of Oil and Gas Resources Management to issuing no more than 23 injection well permits in any single county.

If more than 23 injection well permits have already been issued in a county as of the bill's effective date, no additional permits may be issued in that county.

Requires written notice to state representatives and senators within 3 business days of receiving an injection well permit application for a proposed well in their district.

Maintains existing requirements for injection well permits to include a $1,000 permit fee and compliance with Safe Drinking Water Act standards.

Establishes tiered per-barrel fees on injected substances ($0.05 for locally-produced materials, $0.20 for non-local), capped at 500,000 barrels annually per well, with collected fees deposited to the oil and gas well fund.
