Establishes legal framework to designate individuals as "abusive civil action plaintiffs" based on claims that lack legal merit, lack evidentiary support, or involve previously litigated issues that concluded unfavorably to the plaintiff.

Restricts "abusive civil action plaintiffs" from filing new civil actions against original defendants for 4-6 years without obtaining prior court permission from the judge who imposed the restrictions.

Applies the restrictions only to civil actions between parties with specific relationships: current/former spouses, cohabitants, dating partners, blood or adoptive relatives, or in-laws.

Requires courts to dismiss any abusive civil action filed without permission and to award the defendant court costs, reasonable attorney's fees, and other reasonable expenses.

Allows restricted plaintiffs to petition for permission to file a new action, with a rebuttable presumption against approval if the defendant in the proposed action was also a defendant in the action that resulted in the restriction.
