Amends section 3704.03 of the Revised Code to require the Director of Environmental Protection to ensure all rules governing the fabrication, manufacturing, usage, and disposal of asbestos, asbestos-containing materials, and asbestos-containing products are consistent with United States EPA regulations as they existed on August 1, 2018.

Establishes a specific reference date of August 1, 2018 for which federal EPA asbestos regulations Ohio must follow, preventing the state from adopting rules more stringent than federal standards as of that date.

Applies this consistency requirement only to asbestos-related rules while leaving other air pollution control provisions in section 3704.03 unchanged.

Repeals the existing section 3704.03 and replaces it with the amended version containing the asbestos regulation synchronization requirement.
