Mandates that schools that fail to increase participation by at least 10 percentage points submit improvement plans to the department within 30 days of the start of the following school year

Applies the same breakfast program requirements to community schools and STEM schools established under Chapters 3314 and 3326 of the Revised Code

Requires the department to publish school lists, provide technical assistance, and submit annual reports to the General Assembly detailing participation rates and breakfast service models by individual school and district
