Amends section 3746.04 and enacts section 3746.122 of the Revised Code to establish liability immunity for bona fide prospective purchasers conducting investigational and remedial activities on contaminated facilities.

Requires prospective purchasers to submit a Phase I environmental site assessment complying with ASTM international standards and documentation of compliance with continuing obligations to obtain a concurrence letter from the director of environmental protection.

Director must determine whether applicant qualifies as bona fide prospective purchaser and issue concurrence letter within 30 days of receiving complete information, or request additional information for another 30-day review period.

Grants civil liability immunity to qualified persons for performing investigational and remedial activities addressing hazardous substance releases if the person is a bona fide prospective purchaser, the state's cause of action is based on owner or operator status, and the person does not impede response actions.

Repeals existing section 3746.04 and establishes detailed rulemaking requirements for the director regarding clean-up standards, property assessments, certified professionals, laboratories, and fee structures for implementation.
