Requires the General Assembly to allocate at least 25% of biennial appropriations to the Ohio Facilities Construction Commission for Chapter 3318 projects toward ensuring all eligible school buildings meet acceptable standards for air conditioning, accessibility, and school safety.

The Ohio Facilities Construction Commission determines the acceptable standards for air conditioning, accessibility, and school safety that school buildings must meet.

The allocation requirement terminates once the Commission determines that all eligible school buildings meet the established standards.

The Ohio Facilities Construction Commission and Department of Education must conduct a study assessing all school buildings eligible for Chapter 3318 funding regarding air conditioning, accessibility, school safety, and other amenities the agencies determine should be available.

The Commission and Department must submit their study findings to the General Assembly within six months after the effective date of the section.
