Enacts section 5901.10 to authorize county veterans service commissions to contribute money, supplies, and equipment to public entities or nonprofit corporations for outreach and coordination programs that enhance veterans' services within the county.

Requires nonprofit corporations receiving contributions to be formed under Ohio Chapter 1702 and must address unmet veteran service needs not being handled by government entities while serving a public purpose.

Amends section 5901.11 to require veterans service commissions to itemize contributions under section 5901.10 when determining the probable amount necessary for the annual budget, submitted by the last Monday in May.

Maintains existing levy authority capped at five-tenths of a mill per dollar on county property assessed value to fund veterans service commissions' operations and financial assistance programs.

Allows veterans service commissions to request a hearing with the board of county commissioners prior to October 1st to discuss budget requests, with the board required to hold the hearing within fourteen days before adopting a permanent appropriation measure.
