Establishes the Electric Vehicle Infrastructure Study Committee with 10 members including legislators, state agency directors, public utility representatives, and representatives from environmental and planning organizations.

Appointments must be made within 30 days of the bill's effective date; committee members serve without compensation or reimbursement.

Committee must examine government efforts on EV infrastructure, estimate construction and maintenance costs, identify funding sources, and develop recommendations for changes to state and local laws and policies.

Committee must submit a comprehensive report with findings and recommendations to the Governor, House Speaker, and Senate President by May 31, 2019, and make the report available to the public.

Committee ceases to exist upon submission of its report; "electric vehicle" is defined as a vehicle that exclusively uses one or more electric motors for propulsion.
