Amends section 4501.21 and enacts section 4503.578 to create a new "Keep Ohio Beautiful" license plate program in Ohio.

Vehicle owners may apply to register their passenger cars or other approved vehicles with "Keep Ohio Beautiful" plates, which display an appropriate logo and words approved by keep Ohio beautiful organization and the registrar.

Applicants must pay a $20 contribution per registration and renewal, plus a $10 administrative fee; the $20 contribution goes to the license plate contribution fund to be distributed to keep Ohio beautiful for litter prevention, beautification, community greening, waste reduction, and recycling efforts.

The bill adds section 4503.578 to the list of license plate programs whose contributions flow into the existing license plate contribution fund established in section 4501.21.

Investment earnings from the license plate contribution fund are distributed annually to all participating organizations proportionately based on contributions received in the previous calendar year.
