Allocates $5,000,000 in fiscal year 2019 for supplemental need-based grants to students at eligible public institutions of higher education, excluding early college high school and dual enrollment participants.

Supplemental awards are in addition to any grants students already receive under existing Ohio College Opportunity Grant program provisions.

Maintains existing appropriations of at least $94,010,433 in fiscal year 2018 and at least $95,351,123 in fiscal year 2019 for need-based grants to students at eligible public and private nonprofit institutions.

Increases overall Ohio College Opportunity Grant appropriation from $99,425,000 to $100,875,000 in fiscal year 2019 and to $105,875,000 total through addition of supplemental funding and other budget modifications.

Requires Director of Budget and Management to transfer $5,000,000 from the Ohio College Opportunity Grant Program Reserve Fund to the General Revenue Fund upon effective date of the act.
