State Board of Education must develop and adopt health education standards for grades kindergarten through twelve by July 1, 2019, using the same methodology applied to other academic content areas.

State Board cannot adopt or revise venereal disease education standards or curriculum without concurrent resolution approval by both houses of the General Assembly, with standing committee public hearings required before votes.

Districts and schools retain freedom to develop their own venereal disease education standards and curriculum that emphasize abstinence.

Venereal disease education instruction must emphasize abstinence as the only 100% effective protection and must cover seven required topics including physical/psychological effects of sexual activity, consequences of out-of-wedlock conception, sexually transmitted disease hazards, parental financial responsibility laws, criminal sexual contact laws, and adoption as an option.

Superintendent of public instruction is prohibited from approving any waivers of venereal disease education requirements or related state board rules.
