Amends section 3.111 of the Revised Code to require convention and visitors' bureaus to make meeting minutes, financial records, and vendor payment information available for public inspection when a person simultaneously holds an elected government position and serves on the bureau's board of trustees.

Requires bureau boards to promptly prepare, file, and maintain meeting minutes and open them to public inspection.

Mandates that financial information and vendor payment records be made available for public inspection in accordance with public records processes under section 149.43 of the Revised Code.

Preserves the existing authority of municipal corporations and chartered counties to adopt more restrictive policies regarding dual positions.

Defines "record" as having the meaning in section 149.011 of the Revised Code.
