Amends Ohio Revised Code sections 3719.01 and 3796.20 and enacts section 3796.201 to decriminalize industrial hemp and authorize licensed retail dispensaries to sell medical marijuana paraphernalia and accessories.

Defines industrial hemp as any variety of cannabis sativa plant containing not more than 0.3% tetrahydrocannabinol (THC), whether growing or not, and excludes it from the definition of marihuana.

Allows holders of current, valid retail dispensary licenses to sell industrial hemp and any products containing industrial hemp to any person without restriction.

Permits licensed retail dispensaries to sell paraphernalia and accessories specified in rules adopted under section 3796.04 of the Revised Code alongside medical marijuana sales.

Medical marijuana dispensaries must continue to verify valid identification cards, follow physician recommendations, report to drug database, label packages with required information, use trained employees, and maintain patient privacy.
