Amends section 3721.30 of the Revised Code to permit online instruction as part of nurse aide training and competency evaluation programs, allowing the 75-hour minimum training to be divided between skills training and "classroom or online instruction."

Maintains existing competency evaluation requirements in seven core areas: basic nursing skills, personal care skills, mental health and social service needs, care of cognitively impaired residents, basic restorative services, residents' rights, and other director-specified areas.

Prohibits any person or government entity from charging nurse aides or prospective employees for participation in competency evaluation programs, training materials, textbooks, or course materials.

Prohibits employers from requiring nurse aides to pay or repay training costs before, during, or after employment.

Directs the Ohio Director of Health to adopt rules governing program approval, curricula, instructor qualifications, hours of training, standards for completion, and procedures aligned with federal Social Security Act requirements.
