Establishes 25 additional weeks of extended unemployment benefits for individuals who exhaust regular benefits and were laid off as part of a group of 200 or more employees by the same employer within a seven-day period due to lack of work.

Changes the mass layoff notice requirement timeline from three working days to thirty working days before the first day of layoff or separation for employers affecting 50 or more individuals.

Applies the amended provisions to individuals whose benefit year begins on or after the effective date of the act.
