• Amends section 3327.01 of the Revised Code to establish new requirements for student transportation registration, prohibiting online-only submission and requiring districts to keep registration open until July 1st of each school year or the start of new terms.

• Creates section 3327.015 establishing a complaint procedure for individuals and community schools to report non-compliance with transportation requirements, allowing the Department of Education to order districts to pay transportation costs or deduct amounts from state transportation funds.

• Imposes a civil fine of $1,000 per pupil on transportation directors and superintendents of school districts found to be out of compliance with transportation requirements.

• Requires school districts to provide transportation to any student who requests services within five school days of that request, effective for the 2018-2019 school year.

• Creates section 3327.016 requiring districts to provide transit passes to community school pupils in dropout prevention programs and to ensure high school community school pupils receive transportation access equivalent to traditional high school students.

• Declares the act an emergency measure effective immediately due to students currently being denied transportation and missing school as a result.
