• Exempts names, addresses, contact information, and other personal information of minors under 18 involved in school vehicle traffic accidents from public records disclosure under Ohio's Public Records Law

• Allows parents or guardians of affected minors to request and receive accident records containing their child's personal information through a written request process

• Requires redaction of personal information about other minors (not the subject of the request) before providing records to the requesting parent or guardian

• Adds protected health information in health care payment claims to the list of records exempt from public disclosure, as defined in federal regulation 45 C.F.R. 160.103

• Permits journalists to request information about minors involved in school vehicle accidents, excluding personal information as defined in section 149.45 of the Revised Code
