Substitute House Bill 92 Summary

• Amends Ohio's public indecency law to require offenders who knowingly expose private parts to minors for sexual arousal or gratification to register as Tier I sex offender/child-victim offenders if ordered by the judge.

• Creates mandatory registration for repeat offenders convicted of division (B)(4) public indecency violations who are ten or more years older than the minor victim and have prior convictions.

• Allows judicial discretion in registration classification when the offender is less than ten years older than the victim or has no prior public indecency convictions.

• Adds violation of division (B)(4) of section 2907.09 to the definition of "sexually oriented offense" in Ohio's sex offender registration statutes when the court classifies the offender as a Tier I sex offender/child-victim offender.
