Establishes enhanced penalty for committing moving violations while distracted, with an additional fine of up to $100 if distraction is a contributing factor to the violation.

Defines "distracted" as using a handheld electronic wireless communications device (except speakerphone, hands-free, or vehicle-integrated devices) or engaging in any non-driving activity that impairs safe operation.

Allows offenders to pay the additional $100 fine or elect to attend a distracted driving safety course established by the director of public safety instead.

Reenacts provisions from previous law regarding electronic wireless communications device violations as allied offenses of similar import for sections 4511.204 and 4511.205.

Applies to violations of 47 traffic-related sections of the Ohio Revised Code when distraction is determined to be a contributing factor.
