Summons Ohio Supreme Court Justice William M. O'Neill to appear before the General Assembly to show cause why he should not be removed from office under Article IV, Section 17 of the Ohio Constitution.

Alleges Justice O'Neill violated the Ohio Code of Judicial Conduct by declaring candidacy for Governor as a Democratic Party candidate and publicly announcing policy positions on recreational marijuana, minimum wage, high-speed rail, renewable energy, prisons, and higher education.

States that O'Neill's candidacy and policy announcements have forced him to recuse himself from all cases, compromised judicial independence, and shaken public trust in the judiciary.

Requires Justice O'Neill to contact the Speaker and Senate President within ten days to schedule his appearance and allows him to have counsel present during proceedings.

Directs the House Clerk to record the resolution in the House and Senate Journals, requires personal service by the House Sergeant-at-Arms, and mandates transmittal of certified copies to the Governor and Chief Justice of the Ohio Supreme Court.
