Asserts that high-speed broadband is essential for 21st-century economic competitiveness and critical infrastructure including energy systems, water supply, public safety, medical facilities, and educational institutions.

References the FCC's February 26, 2015 open internet rules establishing three requirements: broadband providers cannot block lawful content, cannot degrade lawful traffic based on content or use, and cannot favor traffic in exchange for payment.

Ohio legislature strongly supports net neutrality to ensure equal access and prevent paid prioritization, price gouging, throttling, and blocking of internet traffic.

House Clerk shall transmit authenticated copies of the resolution to the U.S. President, Vice President, Congress leadership, Ohio's congressional delegation, and the resolution sponsor.
