Urges the U.S. Secretary of Education to determine whether the Department of Education has authority under 20 U.S.C. § 1099b to recognize accreditation of degrees granted by career-technical planning districts and joint vocational school districts.

Urges Congress to enact laws authorizing the Secretary of Education to establish equal accreditation for high school career-technical programs that are substantially similar to community college programs.

Urges the President of the United States to issue an Executive Order authorizing the Secretary of Education to recognize accreditation for degrees granted by career-technical planning districts and joint vocational school districts.

Directs the Clerk of the House of Representatives to transmit copies of the resolution to the President, Congress, U.S. Secretary of Education, Ohio's congressional delegation, and Ohio news media.
