OH HJR10

Proposes a constitutional amendment to be submitted to Ohio voters on November 3, 2020, establishing Section 2 of Article XV of the Ohio Constitution.

Prohibits public authorities from requiring bidders, contractors, or subcontractors to enter into or adhere to labor union agreements for public improvement projects.

Prohibits public authorities from prohibiting bidders, contractors, or subcontractors from entering into labor union agreements or discriminating against them based on union participation status.

Allows public authorities to award contracts to parties with voluntary labor agreements if such agreements are not a condition of award and no discrimination occurs based on union status.

Permits exemptions only when special circumstances require exemption to avert imminent threat to public health or safety, with exemptions not based on labor disputes or use of non-union workers.
