OH HJR11

Proposes adding Section 12 to Article XV of the Ohio Constitution to require annual recertification elections for public employee bargaining representatives.

Applies to exclusive representatives who enter into collective bargaining agreements on or after the section's effective date.

An exclusive representative must receive majority support from all employees in a bargaining unit during the annual election to remain certified.

If an exclusive representative fails to receive majority support, it loses certification and any collective bargaining agreement expires on the decertification date.

Requires voter approval at the November 3, 2020 general election and takes effect immediately upon adoption.
