Proposes constitutional amendment requiring Ohio to establish a free public preschool program available to all four- and five-year-old children in the state by the 2019-2020 school year.

Program participation is voluntary and must address age-appropriate development across a range of settings with high quality standards and professionally accepted delivery methods.

Program must be free of charge to all eligible participants with no enrollment restrictions based on residency, income, or other factors.

General Assembly must appropriate necessary funds to establish and administer the program without redirecting existing education, health, and development program funds from before the 2019-2020 school year.

General Assembly must enact implementing legislation within 90 days of adoption; amendment becomes effective immediately upon voter approval at the November 6, 2018 general election.
