Prohibits initiative petitions from creating monopolies, oligopolies, or cartels, and requires Ohio Ballot Board to submit conflicting measures as two separate ballot questions if they violate these restrictions.

Provides new procedures and timelines for petition verification, court challenges, and ballot placement, including specific deadlines for signature sufficiency determinations and court rulings on petition challenges.
