Proposes amendment to Section 5a of Article XII of the Ohio Constitution to expand the scope of transportation taxes and fees beyond public highways to include waterways, railways, and public air space.

Requires revenues from excise taxes, fees, and license taxes related to any form of transportation and fuels to be used only for transportation-related purposes including infrastructure, administration, and enforcement.

Expands eligible uses of transportation tax revenue to include waterway, railway, and air transportation infrastructure in addition to existing highway-related costs.

Requires voter approval through a ballot measure at the November 5, 2019 general election, with a three-fifths majority vote required in both houses of the General Assembly.

Takes effect immediately upon adoption by a majority of voters and repeals the existing Section 5a of Article XII.
