Creates the green infrastructure fund in the state treasury to provide financial, technical, and administrative assistance for large-scale green infrastructure improvement projects on public land.

Authorizes the Director of the Ohio Public Works Commission to enter into contracts and grant agreements with federal, state, municipal, and local government agencies, environmental nonprofits, and universities to implement projects.

Requires the Director of the Ohio Public Works Commission to adopt rules establishing evaluation criteria for projects, application procedures that include review by the Director of Environmental Protection, and implementation requirements.

Defines "large-scale green infrastructure improvement project" as a largely self-sustaining project requiring minimal maintenance, including dam removal, stream restoration, stormwater retention, wetland restoration, green streets, green parking lots and roofs, urban reforestation, and rainwater harvesting.

Appropriates $10,000,000 for fiscal year 2018 and $10,000,000 for fiscal year 2019 to the Green Infrastructure Fund, with transfers from the General Revenue Fund to occur on July 1 of each fiscal year.
