Expands Ohio College Opportunity Grants to include students enrolled in noncredit career and technical programs at community colleges that lead to in-demand jobs, provided they meet the $2,190 expected family contribution threshold.

Requires the chancellor of higher education to establish policies and procedures for awarding academic credit for career or technical certification programs offered by community colleges and state community colleges.

Mandates that community colleges and state community colleges award credit for career or technical certification programs and apply that credit toward associate degrees in related fields.

Maintains existing grant eligibility requirements including residency status, financial need determination, and progress standards for all grant recipients.

Repeals existing sections 3333.122 and 3333.20 of the Revised Code and replaces them with updated provisions incorporating these changes.
