Adds "waste collection vehicle" definition to Ohio traffic code, meaning any vehicle used to collect garbage, refuse, trash, or recyclable materials.

Requires drivers approaching a stationary waste collection vehicle displaying flashing lights to either change lanes (if on a multi-lane highway) or slow down and maintain safe speed.

Permits waste collection vehicles actively collecting materials on roadside to display flashing, oscillating, or rotating amber lights.

Violations are minor misdemeanor offenses; escalate to fourth degree misdemeanor with one prior traffic offense conviction within one year, or third degree misdemeanor with two or more prior convictions.

Court must impose double fines for violations, in addition to all other penalties.
