• Designates multiple memorial highways, a memorial bridge, and a memorial picnic area throughout Ohio, honoring fallen public safety officers, military veterans, and other notable individuals.

• Creates and amends numerous specialized license plate programs with $10-$40 contribution fees that are distributed to designated organizations supporting causes including cancer research, mental health services, youth education, and veterans' programs.

• Establishes the "Henry T. Beatty Memorial Picnic Area" at Kelleys Island State Park and the "Women Veterans Bridge" in Mahoning County.

• Creates the license plate contribution fund to collect and distribute contributions from specialty license plate registrations to over 50 different charitable organizations and institutions per section 4501.21.

• Includes provisions for schools and career centers to submit annual reports detailing how license plate contributions are used, with enforcement mechanisms if reports are not submitted by December 31st.
