Am. Sub. S.B. 135 Summary

• Appropriates $10,000,000 in fiscal year 2018 from the General Revenue Fund for voting and tabulation equipment reimbursement to Ohio counties.

• Authorizes issuance of up to $104,500,000 in certificate of participation obligations to fund a statewide voting machine and equipment acquisition program.

• Allocates funding to counties based on registered voter population: $205,000 base for counties under 19,999 voters, $250,000 base for 20,000-99,999 voters, and $406,000 base for 100,000+ voters, plus additional allocations per registered voter.

• Creates a Voting Machine Acquisition Advisory Committee with legislative, state, county, and elections official representatives to advise on voting system acquisition and funding.

• Reimburses counties for voting system acquisitions or leases made between January 1, 2014 and the effective date, with the Secretary of State owning systems during obligation period and ownership transferring to county commissioners upon obligation maturity.
