SB 139 - Uniform Electronic Legal Material Act

• Enacts sections 149.21 through 149.27 of the Revised Code to adopt the Uniform Electronic Legal Material Act for Ohio
• Applies to electronic records of Ohio legal materials designated as official, including the state Constitution, session laws, Revised Code, administrative rules, and final administrative agency decisions
• Requires official publishers to authenticate electronic legal materials by providing a method for users to verify records are unaltered, with authenticated materials presumed accurate
• Mandates official publishers maintain preservation, security, backup, disaster recovery, and permanent public availability of electronic legal materials
• Directs official publishers to consider standards from other jurisdictions, national standard-setting bodies, user needs, and compatibility with other states' systems when implementing the requirements
