Creates the Public-Private Partnership Grant Program for fiscal years 2018-2019 to provide grants to partnerships of community colleges and businesses to develop or enhance associate degree and industry-recognized credential programs aligned with in-demand jobs.

Establishes a nine-member governing board including the Chancellor of Higher Education, Director of Governor's Office of Workforce Transformation, three gubernatorial appointees, and legislative leadership to award grants with preference given to partnerships already offering relevant programs.

Creates the Sector Partnership Grant Program for fiscal years 2018-2019 within the Development Services Agency to provide grants to industry partnerships that organize employers, workers, and labor organizations to address workforce development needs and skill gaps.

Appropriates $12.5 million each for fiscal years 2018 and 2019 to the Department of Higher Education for Public-Private Partnership Grants, and $12.5 million each year to the Department of Education for career-technical education enhancements to improve workforce training access.

Appropriates $10 million each for fiscal years 2018 and 2019 to the Development Services Agency for the Sector Partnership Grant Program and additional funds for minority business development and redevelopment assistance.
