Grants the Ohio Casino Control Commission authority to license, regulate, and penalize fantasy contest operators and holding companies under Chapter 3774 of the Revised Code.

Defines "fantasy contest" as a simulated game with entry fees where outcomes are determined predominantly by accumulated statistical performance of athlete rosters and not based on single-game results or randomized events.

Requires fantasy contest operators to obtain nonrefundable licenses (maximum $10,000 annually or $30,000 for three-year terms), maintain player fund segregation or reserves, contract for independent audits, and prohibit contests based on college/high school sports.

Prohibits operators from targeting minors or restricted players in advertising, allowing scripts unavailable to all players, employing misleading advertising, or offering contests on retail kiosks or machines.

Exempts properly licensed fantasy contests from gambling laws under Chapter 2915 of the Revised Code and allows existing operators to continue without interruption while applications are pending.
