Defines "commodity" as brine from vertical wells processed to remove free oil, dissolved volatile organic compounds, and other contaminants in accordance with departmental orders, permits, or approvals.

Requires permit holders seeking to sell brine as a commodity to demonstrate to the chief that intended use will not result in damage or injury to public health, safety, or the environment.

Allows demonstration through submission of documentation showing Department of Transportation approval for deicing or snow control, listing on Pacific Northwest Snowfighters qualified products list, or certification from a private entity approved by the Department of Transportation.

Exempts commodities meeting demonstration requirements from all other brine provisions in the Revised Code and permits sale for deicing, dust control, portable restrooms, or other chief-approved purposes.

Limits chief's sampling authority to no more than four samples annually per seller and prohibits adoption of additional requirements beyond those specified in the section.
