Prohibits Ohio Medicaid program from covering individuals eligible under the Affordable Care Act Medicaid expansion (Social Security Act section 1902(a)(10)(A)(i)(VIII)).

Repeals existing sections 5166.40 and 5166.405 of the Revised Code related to the Healthy Ohio program waiver component.

Requires aggregate General Revenue Fund appropriations for state agencies to be reduced by specified amounts in fiscal years 2018 and 2019, with human services agencies (Developmental Disabilities, Job and Family Services, Medicaid, Mental Health and Addiction Services) facing $505,163,460 in cuts each year.

Director of Budget and Management must determine how to distribute reductions across individual appropriation items by July 15 each fiscal year while preserving critical state services.

Exempts certain appropriation items used for debt service and property tax reimbursement from the required reductions.
