Substitute Senate Bill 170 Summary

• Universal validation stickers issued to owners of 255 or more passenger vehicles shall have no expiration date beginning January 1, 2019, and do not require replacement at registration time except for loss, mutilation, or destruction.

• Director of Public Safety may charge an additional fee of up to one dollar per registration to compensate for costs of the universal validation sticker program, with fees credited to the public safety-highway purposes fund.

• Director of Public Safety shall request approval from the Federal Motor Carrier Safety Administration to implement a four-year temporary pilot program allowing present and former military personnel to waive the commercial driver's license skills test by certifying at least two years of military service or employment operating a representative commercial motor vehicle.

• During the pilot program, the skills test waiver requirement is suspended and replaced with the military service vehicle operation requirement; upon program termination, the original requirement is reinstated.

• Director shall collect data throughout the pilot program and submit a summary report to the Speaker of the House and President of the Senate within 30 days after the program ends.
