Expands qualified immunity from civil liability for volunteer health care professionals, health care workers, nonprofit health care referral organizations, and health care facilities providing unpaid services to indigent and uninsured persons, except in cases of willful or wanton misconduct.

Requires volunteers to obtain written informed consent from patients acknowledging the immunity provisions before providing health care services, with specific language stating patients cannot sue except for willful or wanton misconduct.

Eliminates immunity for operations requiring deep sedation or general anesthesia, procedures not typically performed in an office, pregnancy termination, or health care services provided as court-ordered community service work.

Requires nonprofit shelters and health care facilities to register annually with the Ohio Department of Health and maintain patient records; establishes annual reporting requirement on volunteer health care services provided to indigent and uninsured persons.

Creates section 3701.074 establishing annual reporting by the Department of Health on provision of volunteer health care services, including access efficacy and treatment outcomes.
