Removes the restriction that limited garbage fee certification authority to municipal corporations in charter counties, expanding the authority to all municipal corporations that charge garbage collection fees.

Authorizes municipal corporations to certify unpaid garbage collection fees to the county auditor, who must enter them on the property tax list in a separate column.

Unpaid garbage fees become a lien on the property where services were provided and are collected in the same manner as real property taxes.

Collected fees are paid into the general fund of the municipal corporation.
