Amends setback distance requirements for wind turbines in economically significant wind farms from 1.1 times turbine height to 1.2 times turbine height, measured from turbine base to wind farm property line.

Changes minimum residential setback distance from 1,125 feet to 1,200 feet, measured from turbine blade tip at 90 degrees to the exterior of the nearest habitable residential structure on adjacent property.

Maintains 750-foot setback distance for existing certificates and certification applications compliant before September 29, 2013.

Allows property owners adjacent to wind farm parcels to waive setback requirements through a board-established procedure and permits the Power Siting Board to require greater setbacks in particular cases.

Defines "parcel" according to Ohio Revised Code section 2329.66 and applies setback requirements to electric generating plants with 50 megawatts or greater aggregate capacity.
